Salvation is the ministry of the Holy Spirit. I think the church is the one that is being referred to as the hinderer because it is the salt of the earth which preserves the world. Mt. 5:13. The Holy Spirit is a hinderer of lawlessness but He will not be removed. The church is the only hinderer of lawlessness who will be removed from the church.
